Baylor University's strategic enrollment management plan is a campus-wide initiative to achieve a slate of enrollment objectives within the comprehensive framework of Illuminate. This plan was formulated by a team of faculty, administrators, and staff from across the university.

Strategic Enrollment Management (SEM) is a comprehensive process designed to help an institution achieve and maintain optimum enrollment, where optimum is defined within the academic context of the institution. It's a concept and process that enables the fulfillment of institutional mission and students' educational goals.

Executive Team
The Executive Team is charged with the overall management of the SEM process and communication with the Board of Regents.
Implementation Team
The Implementation Team is responsible for goal-level management and implementation of the SEM plan and oversight of the teams that carry out the project goals.

- Baylor's SEM executive summary is released.
- An Implementation Team is formed to move forward the goals within Baylor's SEM plan.

- Baylor's SEM plan is finalized.

- Baylor assembles a steering committee and sub-committees to formulate a strategic enrollment management plan unique to Baylor's mission and vision within Illuminate, working with consultants from the American Association of Collegiate Registrars and Admissions Officers.
